I've seen a few people that use this avataar here:
but for the life of me, I can't tell what the hell it is. I can't make out any kind of character or solid shapes in there.
Does anyone know what it is?

looks like some guy with a bandana around his nose and mouth--who knows where from?

I don't know what character it is, but it is a guy looking to the right, he has a redish/maroom scarf over most of his face, you see his eye and ear.
EDIT: Looks like menace beat me to it.

Probably something from either a capcom fighting game, or one of those Mobile Monkey Suit Gundam Wing Rage Force-X cartoons.

Ah! There he is! Still took me a minute of staring at it to see the guy. For a long time I thought it was a rendering of Venom from Spiderman with his mouth open. Duh me! :P
