I'd put my vote in for MAMEWAH.
I've used it on a couple rigs now, and had great results.
It lacks some features that some of the others have, but filled all the needs I had for a front end.
I didn't see any reason to switch to another FE, just to have features available that I wasn't going to use anyway.

I had access and owned a decent range of older Celeron processes.  I tried many frontends on Win98se and motherboard set-ups from a Cel 300 up through to Cel1700.

My preference: MAMEWAH.  Not spotless under some system set-ups, but damn fine and relatively easy to fix problems.

Very Very easy to set-up good looking frontend themes with basic Photoshop or equivalent knowledge and included editor.

My 2 cents.
