Do a search on Google for PSX to USB Converter and you will find links to buy one for $14.

THats how I got my adapter.

In the end I think it's gonna be cheaper, cleaner and MUCH MUCH easier to just go on Ebay, look at several of the adapters, and wait for one of them to get down to 10 dollars with like 4 bucks shipping, but if you're SUPEr anal and need to build your own PSX to USB convertor, here's a webpage I found off of google, http://www.stndev.btinternet.co.uk/usbpads.htm
I believe it has drivers and everything as well.

The equiptment to program and solder the microchip is going to be well over $100 (the chip writer, and soldering iron or machien capable of dong micro solder joints, ect)  just get a $15 adaptor and be happy.  I don't know if you realise this but this is true micro processor technology.  The program chips are usually about 16th the size  of your thumb.  If you have the skill to work with something like that and the equiptment then go for it, otherwise leave it to the lik-sang guys.
