Need a mouse-to-keyboard util program

I'm getting quite desperate...
I'm looking for a program that converts mouse movements into keypresses (i.e., the mouse sends the up-arrow key when it is moved up, etc). I actually found one (and only one) but it was made back in 1996 and only works in DOS or Win95 and I cannot use those OSs for my needs.

Any help is welcomed! I'd even be interested in paying someone to write me a simple program that does this.
