Can a GOOD PC run MVS games full speed?

Alright all,
 Now this has been an ongoing dispute between my brother and I, and I'm aiming to prove him wrong.  Now we were discussing when he gets an apartment in a few monthes, if he gets a sit-down cabinet, whether he should get an MVS pure cabinet, or a J-pac converted cabinet running MVS games on a PC.  He believes that no matter how good your PC is, you CANNOT run mvs games full speed.
  My argument is this:  I have a 333mhz Celeron processor with 256mb of SDRAM and a 16mb Voodoo3 3000, not all in all an amazing system,  with Windows 98.  I can run King of Fighters 2001 in Hacked version of Kawaks at about 90% speed.
    If I had a 1.4Ghz AMD thunderbird with 512mb of SDRAM and a 64mb ATI Radeon 7500 and Windos 98 Second Edition, would I be able to run Kof2001 100% speed?  My brother says there is absolutely no way I would be able to, and MVS is the only way for 100% speed, but I believe if my shiata system can run it 90% speed, a hella nice system with Windows 98 SE could run it 100% easy.
    If anyone has a system near these specs or much better and would like to share their results with MVS emulation of current games like Garou and KoF2000 and 2001, it would be MUCH appreciated.

ive got a 700mhz pentium mobile chip and 256mb ram and the ati mobile vid card in my laptop..itruns garou pretty god but kof 2001 is still choppy.....

You can also use a version of Mame with the assembly core for that cpu.  As for choppy,  this sometimes happens on the original game when there is lots of stuff going on the screen (like lots of explosions).

I play a lot of Street Fighter and some Neo Geo games. Here's what I can tell you.

I have a 1GHz P3 w/ 256 and a GF2U w/ TV-Out. Hooked up to my TV w/ two PSX to PC adapters and a pair of MAS sticks, the games run 99.9% flawlsessly. Even after hours and hours of playing, MAME exits SFA3 reporting a 59.697 average fps (whereas the arcade is 60).

Last time I brought it out we played some KoF2k1 on NeoRageX. Since I don't play it that often, I can't give you an honest opinion, but it was perfectly smooth and ran just as fine as any other NeoGeo game. There was another person there who's played the KoF games and he had no problem. The sound was a little buggy, but that's all due to the immature rom set and hacked emulator support. Give it a month.

I recently picked up a 1.1 GHz AMD Duron w/ 256 MB DDR and a Radeon 7500 64 MB DDR for a little over $200. I'm putting it all together and it's running even better than my other machine.

Although I love Kawaks you should give MAME and NeoRageX a try, especially if you're hooking it up to a TV. I think your brother should also look at the benefits of the dedicated PC over an MVS cab. You should ask him if the .01% of undetectable difference is more important to him than the possiblity to run any NeoGeo, Arcade, CPS etc game, as well as future arcade games with just a point and click. Hope this helps.

Alright, thanx Toilet for the report.  Yeah, I use NeoRageX when I'm going to play Neo Geo games seriously, Kawaks runs real well for being in a window also.  NeoRageX usually runs the fastest of all my emulators of more graphically intense 2D games, and the computer I want to get should be awesome.
 For all those interested in where I'm getting my comp, check out http://www.xtechnology.com/pcw.htm#47885  found it off of the specials section of pricewatch.  When I finally do buy my comp, I'm going to email them and make sure the Radeon 7500 is "Made By" instead of "Powered By", because I hear that makes a BIG difference.
