If you do decide to go with a modern OS and modern video card; be aware that something like ATOM doesn't work with them anymore. But not all is lost. There's a very good solution to force modern video cards to output only 15khz (or whatever resolution you want) by forcing EDID signals to the video card. This device sits between your arcade CRT and PC and acts as a filter and resolution enforcer.

It's been tested by many on New Astro City 29" CRTs and works great with GroovyMAME
