Ms. Pacman monitor hell

I just got done doing a cap kit on my cocktail Ms. Pacman, it wouldn't play blind but I figured out that was a bad fuse. Now, its playing blind monitor is getting power through the plug as I've tested it. I don't understand where to go to next except possible filter cap and the glass fuses on the board. I just want this thing up and running again.  Any hints?

Do you have neck glow on the tube and/or can you hear the crackling zap of the flyback generating high voltage when you power it up?
What chassis is it?
Filter caps rarely go bad actually and usually just generate an AC ripple wave in an image when they are beginning to age.
How much experience do you have with monitors already?
Need more info to help.

No neck glow, and  no I haven't removed the glass to see if the flyback is working even though it is brand new. The chassis/monitor is a 19in g07 i didn't replace the resistor or the glass fuses on the monitor chassis. I hope this helps.
The experience I have working on monitor is basically self-taught and watching Jon's arcade on YouTube.

I don't know those monitors at all, but Master Zenomorp does...

New neck board for a g07 from arcade parts. My  thought is it still a flyback issue.  How long does it take tubes to warm up.
