NBA Jam TE 2 Player versus help

How do I get the option to play head to head versus someone else? Right now it only has 2 players playing on the same team. I can add coins with the second controller, but when it says Press start to add Player 2 on the opposing team, nothing happens when I press the Player 2 start button on my arcade.

Players 3 and 4 are the second team so map the second controller to one of those.
