It depends on what you want.

For example, all I care about is 240p and emulators. So, I created a super resolution like 3840x240 on my Nvidia RTX 3070 (HDMI only) using Custom Resolution Utility (CRU) and now can play everything I want using Retroarch.

I don't think 480i is possible at the moment using HDMI.
