looks like more than one issue
possibly a degauss or purity ring issue
possibly game board signal
possibly a short colour singal to the crt gun

i would start by disconnecting game board signal and looking to see if its manual or auto degauss, would also help to know make/model of monitor

looks like the shadowmask came loose inside the monitor
