Jamma Board Issues

Be easy...new to the Jamma cocktail cabinet.
Bought a Jamma 60-1 cocktail arcade 7 years ago? Worked as a Jamma arcade should (save high scores was off, sound was off, etc...) but game play was fun.
The board went bad, so bought a new one off internet.
Trying to get it running and having a few issues.
1. I boot it up into programming mode with DIP swith 4. Set all the settings (turn off demo music, turn down volume to 15, set to cabinet, free play, etc...). Hit Start to save, says it saves, but when I turn power off, sitch DIP switch back, and reboot, nothing saved. The only reason I know this is the Demo music comes on after initializing. Can't do anything else due to the following issue.
2. All the controls work during programming mode, but when I power off, switch DIP switch 4 back, and reboot, not a single control works. I can't navigate anything.

I am NEW to this and I'm not sure what I'm doing wrong. Any trouble shooting ideas would be greatly appreciated.

Is there some sort of Dallas chip or lithium battery inside the game box?  It may have gone bad.

the 60 in 1 will play music if there is a credit on it. once the credits are used up, it's silent.
