2005 golden tee troubleshooting help please.

Good day, I have a 2005 golden tee fore that I am trying to repair.  I am hoping to get some guidance to do this.  It is a green board.  It was working but the old owner had a power surge. 

This is what I have come up with so far:
The status 1 led is off. 
The status 2 is flashing
IDE led is flashing as well

I borrowed a working set to eliminate possibilities.  I was able to get the game to boot and show on screen with his board using my hard drive, my video card and my boot chip. 

When I reinstall my board, status 1 light is still off, no boot and nothing on screen.  There is a ticking sound through the speakers too.  I measured the voltage on the boot chip and I get 5.1v at the first and last pins.

I am not sure what my next step would be to work towards getting this board to boot.  Any suggestions would be appreciated?
