Advice on black box for mame SFII

Hey all I have an interesting project that came up, kind of along the lines of "can it play doom?" but more, "put Street Fighter on it."

Looking for advice on a cheap black box that will run street fighter 2 without lag over hdmi, and work with those cheap USB control cards.  Bonus points if it's powered by hdmi or USB
