Rowe cd 100 k - no rowelink

i have recently purchased a rowe cd100k. when the juke is powered on the display flashes between power on and no rowelink. the  home, index, and rowelink tx lights on the mech computer stay lit solid.

if i unplug the power or rowelink wire from the mech computer, i am able to use the menus and the no rowelink display goes away. with it plugged in, the machine doesnt respond to button presses.

i have checked the power going into the mech computer, and they seem to be fine. i have looked at both the ccc and the mech computer. all the solder joints look ok to me.

would anyone be able to guide me on what might be the problem or what the next step to diagnose the system should be.
