Vertical monitor racers on horizontal monitor?

For games like Spy Hunter and others, since there aren't many racing games that use a vertical monitor, I'm sure most people with racing cabs would like to be able to play these without too much physical modification, using their existing cab/monitor. Similar to how the NES ports of Pac-Man and Galaga moved the UI stuff around without any stretching or distortion, does MAME or any other program allow repositioning of the UI elements to achieve this, or have any of these games been remade, like the excellent fan-made Monaco GP conversion? I haven't played most of these, but this is all I could find of driving games (besides Monaco GP) using a vertical monitor:
