Repairing Ms Pacman PCB (Missing Pinky and Ms Pacman)

I acquired a Ms Pacman cocktail table and have been trying to fix it up. I replace a video memory module  based on the self test results. The self test reports all OK. When playing the game though Pinky is invisible and the only part of Ms Pacman I can see is her bow. Also the colors seem a little messed up. I'll attach some photos.
