LED Blinky lighting player 2 controls when I want player 1

I am running latest LED blinky version with Gamex Arcade. When I am scrolling through the games list or go to play a game. The player 2 controls light up, not player 1. Even 1 player games light player 2 controls. If I go into LED blinky map and click on P1B1 it lights the correct led. Anyone else run into this? I have tried to replace the controls.ini file and it did not fix it.
