Noob trying to build a PC for Fightcade 2.

Hello, I'm new and I've been doing a ton of research on how to build a PC for CRT VGA monitors. My goal is to be able to run Street Fighter III 3rd Strike at it's native resolution of 384x224 on something like a NEC MultiSync FE700. So far what I've gathered is that AMD cards with VGA is what I should be looking for since they can run Emudriver for custom resolutions but looking at the compatibility list is a bit overwhelming. Another goal of mine is to be able to use 2 frame "Runahead" feature on FC2 which is supposed to be very CPU intensive. So what video card+cpu combo am I looking for in regards to my goals? I only want to be able to run this one game and nothing else, if that helps.

EDIT: Forgot to add that I've never built a PC before so a lot of this is going to be over my head but I'm determined to see this project through.

Would a A12 work? 1/2 Frame Runahead is super CPU intensive on Fightcade 2.

Well, not much traffic in here so I guess I'll resort to turning this into a build thread of sorts.    First order of business putting together a part's list for the PC. Since this is my first time building a PC I've found this website incredibly useful for picking parts out and dealing with compatibility issues. I've gone with the following below.
