Noob trying to build a PC for Fightcade 2.

Hello, I'm new and I've been doing a ton of research on how to build a PC for CRT VGA monitors. My goal is to be able to run Street Fighter III 3rd Strike at it's native resolution of 384x224 on something like a NEC MultiSync FE700. So far what I've gathered is that AMD cards with VGA is what I should be looking for since they can run Emudriver for custom resolutions but looking at the compatibility list is a bit overwhelming. Another goal of mine is to be able to use 2 frame "Runahead" feature on FC2 which is supposed to be very CPU intensive. So what video card+cpu combo am I looking for in regards to my goals? I only want to be able to run this one game and nothing else, if that helps.

EDIT: Forgot to add that I've never built a PC before so a lot of this is going to be over my head but I'm determined to see this project through.

Any off the shelf A10 or A8.

Any off the shelf A10 or A8.

Would a A12 work? 1/2 Frame Runahead is super CPU intensive on Fightcade 2.

Well, not much traffic in here so I guess I'll resort to turning this into a build thread of sorts.  ;D  First order of business putting together a part's list for the PC. Since this is my first time building a PC I've found this website incredibly useful for picking parts out and dealing with compatibility issues. I've gone with the following below.
