WG D9800 OSD screen is scrambled.

I am trying to adjust my screen on my D9800 and the OSD screen is scrambled. I know its there because I can make adjustments blind but has anyone seen this ? I had the Chassis recapped a year ago, but who knows maybe a bad capacitor ? Do I have the controlled in the wrong position on the board? Probably not , otherwise it would not come up at all .
