PPSSPP Emulator Pi3 Joystick Mapping - Batocera v30

Anyone know how to get joysticks detected on a Batocera v30 build? Batocera is more of a user resctricted build for ease of use, but can be modified via commands etc...
The PPSSPP standalone emulator doesn't work with dragonrise joystick encoders. The buttons work but cannot get any directionals to work.
If there is a way to add the RA core I would like to try but Batocera disables the ability to download emulator cores.

I'm not familiar with batocera.
Does it block the joystick driver installs also?

Maybe try recalbox?
Or just retropi it isn't very hard to setup once you adjust to the barebones text only interface.
