2005 golden tee not booting

There is a golden tee at a bar I'm trying to convince the owner to let me fix as it's popular with patrons and the guy who maintains it hasn't fixed it in over a year. It finds the harddrive but doesn't boot. I'm thinking drive is corrupt or power supply or maybe  the connector. I don't have much info on it yet. The drive or software would be easy to fix though I hear I need v1.09 of the boot rom. PS I can substitute and eventually fix. The rom I hear is about $25 and a drive with the image is $60-100 as of a few years ago.  Any indication of what else could be wrong and potential cost to fix?
