Are you counting stuff like racing games as spinner? Then you have a few of those overhead racers in the 3-4 player range. Indy heat, super sprint, off road, etc. excluding those, I think it is just the 4 player pong games, but I could be missing something.

I am looking for any game and every game that could work with 4 spinners.

Making a 4 player cabinet and it feels weird with 4 joysticks and 3 spinners.

I am looking for a reason to add the 4th spinner.

Starlords uses 6 spinners...could you fit 6 on there?

Touchdown fever I and II, as well as Fighting Soccer, but the spinners were part of the joystick mechanism, so it may not fit your criteria.

Demolition Derby had a 4 player version, but it really needs wheels, shifters, and pedals for the full effect. Almost all of the multiplayer top down racers were 2-3 players, but I would suggest reducing to 2 spinners, if this is more about symmetry or aesthetics.

I have no idea what your planned layout is, but if this is a standard 4 player control panel, wouldn't 3 spinners be more symmetrical than 4 spinners?
