My current box is a core 2 Duo with a cheap Radeon card (can't recall the spec) that I think came out around 2006. The minimum specs on the steam site wants an Intel Core i3-2100, 4gb ram and a Radeon HD 5570. Seems I might be missing the cutoff by a couple years.

The minimum spec is an 11 year old CPU, a 12 year old GPU, on a 13 year old OS.
The recommended spec is a slightly better 11 year old CPU, a slightly better 12 year old GPU, on 7 year old OS.
Not sure what your expectations are for a game released in 2022; but a computer old enough to hold a valid driver's license and or vote in the US seems like a weak cop out and not the developers requiring a lot of horsepower.
Also game may not be super cab friendly, there are 5 buttons in use:
