Windows XP MAME - Reposition screen on HDTV?

Hi,

I'm running MAME in my cabinet on Windows XP.  I have an old CRT TV in there that I want to replace with an HDTV.  I bought a GeForce GT 710 to handle this specifically because it said it would work with XP and I can resize and reposition the display on the screen.  I have installed this driver from Nvidia:

But when I go to the Nvidia control panel, I see where I SHOULD be able to reposition the screen, but it doesn't work.  Rotation works fine.  But I need to be able to shrink the display and changing the resolution isn't the answer.  I've done some further research and it looks like this feature might only work beginning with Windows Vista? 

Before I consider starting the build from scratch on a new operating system, does anyone have any experience with this?  Any help, suggestions, or advice?

Further research seems to suggest I should try an AMD or Radeon graphics card rather than trying a new operating system?  I would really appreciate hearing some opinions on this.
