Cruis'n Exotica control board Vol. Up and Down problem

I picked up a Cruis'n Exotica that would not come on and put a new power supply in it. Now it powers up with all chips green but wont let me move up and down in the diagnostic menu with the vol up and down. in the switch test the volume buttons show as key pad 1 and 2 when pressed. Any ideas?
