Golden Tee 2005 will not boot

I basically get what is shown in this video:


What I have is the green board version 6.

I have done:

- Replaced IC sockets for: boot and security IC's - there was some corrosion on the pins for U15.
- Verified that U15 (v1.06) is good (compared with the ROM image from MAME).
- verified power +12 and +5 volts (5.08V at U15).
- hard drive seems to check out - there are no errors when I scan it on my PC.
- video card works - tested on a PC.

Read someplace that holding down the start button at power up does some sort of diagnostics. When I do this, Status 1 LED flashes 2 times, but I am unable to locate exactly what this means.
If I disconnect the hard drive, the 2 green LED flash at a constant rate.
