Someone already made a script to map pedal covers to right click mouse and wheel, it also lets you escape cleanly. You just need autohotkey and to enter the path to the Time Crisis 5 folder. You can just run the game from this ahk.

The menu interface before the game starts, you can use the light gun to control the cursor, but you can’t control it in the game.
