Rowe CTI-2 sound issue

I picked up a Rowe CTI-2 a few weeks ago.  It powers up and will load a record but I'm not (always) getting sound from the amp.  Tonight I was checking all the connections and at one point I had sound but it was full volume.  The volume control knob on the back didn't change the volume (yes the red and black wires are connected inside on the door).  I unplugged everything and checked the resistance of the volume knob.  It adjusts clear up and down but after reconnecting everything I get no sound anymore.

I have the manual and reading it said to unplug the mute connector and listen for the relay click.  I did that and hear nothing.  Is this a pre-amp issue ?  Any thoughts on what else I can check ?
