Golden Tee board issue question

I have a 2005 Golden Tee red board that will not boot up.  Upon reading multiple forums and doing some troubleshooting, I found there is a little corrosion on the U14 chip and a couple legs have come loose.  My eyes aren't that good and I need a magnifying glass to see them.  Can this chip be replaced, and if so, what do I order and how difficult are they to remove and replace?
