Cobra Commander. He ran a global terrorist organization and never killed anyone. He demanded unconditional loyalty despite being completely incompetent. His plans were always crazy and they always failed. Despite all of this GI Joe, and all of the world governments could never kill him or apprehend him. I don't remember what happened when Serpantor started competing for power, but he was even more nuts. |
