Different Megatouch: ForceEVO powers ON, then right off

I have a Force Evo countertop w/ LCD that was working yesterday. I moved it into my garage and plugged it in. It turns on, then right off. Wont' stay powered on.

I tried:

- New CMOS Battery
- Reset CMOS via jumper.
- Replace CPU
- Replace ram

Nada. Same issue.  It'll power on, then right off when I short the power siwtch connector.

It will only do it once. I have to power off then back on to make it happen again.

Power Supply -- Bulging caps.
