CRTEmudriver/transcoder scrolling picture on one tv but not the other

I'm using an old pc with CRTEmudriver and a keydigital kdva5 vga to component. The picture rolls at 240p on one TV but is fine on the other. Also at 480i it's still kind of jacked and changes position when I plug and unplug green component cable. I made a video showing what I mean.
