Does the raspberry pie support the Ipac-2? If so can i use a trackball and spinner with it all? A friend wants to convert a Xtank stick and drop in a spinner too.

Yes it does. I have an ipac2 on my Pac-Man multicade with a Pi3. Works great you just have to make sure you enable mouse support in the emulator you are using

It's pretty simple - I'm unable to get both to work at the same time for P1. When I want to play a Trackball game, I have to switch the mouse to "2". When I want to play a Spinner game, I have to switch the mouse to "0".
