I would try disconnecting everything from the Mobo apart from the monitor output , will it boot any further ?

Everything has been unplugged. Hard drive,I/O board, ram chips, CPU, you even get the beep for it starting up. But it wont go past that screen. Thinking mother board is toast.

Well I replaced the motherboard. I reused all my other parts so its definitely something on the motherboard.

looks like it got hung up at the ram test portion of the POST. either bad ram stick or faulty seating.

Tried swapping and reseating the ram. Didn't do anything.

could be the northbridge chip. it is the portion responsible for ram IO. you could always swap the elecrolytic capacitors by the ram slots and the northbridge and see if it comes back to life again.

in any case, the new board works
