Make sure controller has a green light on. When you touch the screen, the green light should get brighter. Controller will need to be connected to both floppy power and serial port.

I'm seeing more and more motherboards with bad serial ports lately. Upgrading to a later version and using a USB controller is an option.

Sorry but buying a new drive and key was a bad idea.

Both serial and usb controller works with 2006 and newer. You might want to try a hardware reset. There is a few dip switches on the ioboard to do a hardware reset. I don't remember which switches off the top of my head , but i want to say its 4 and 7, but you might want to do a google search, im too lazy to google. Good luck.

This is tough to follow because you're posting on 2 threads now, but did you say you had this problem with both drives? I doubt both drives are bad. It's your touchscreen controller or serial port that's the issue.

If you just bought that hard drive from ebay i would request a refund. Also, didn't someone offer you 2007 in your other thread?

I suggest you buy locally, a IDE dvd burner, some dvd-r discs, and try and find a good IDE hard drive. Then burn a 2006.5 iso image to a dvd disc and do a fresh install. Its probably the best way to determine if its the software or hardware. I don't know about where you live, but i can find these types of old parts at local computer salvage places for like $5 each.
