I-PAC 2, PacLink and xbox buttons help

I have a 2 player 8 button per player cabinet with pc Bigbox/Launchbox front end.
I wish for the controls to be recognised as xbox controllers in windows.
I have an I-Pac 2 and 2x PacLink adaptors.

I believe I have wired it up correctly according to the Ultimarc website instructions, have tested the button inputs on PASSMARK Keyboard Test (http://www.passmark.com/ftp/keytest.exe) and the buttons seem to be sending the correct keyboard inputs to the correct pins for the PacLinks (L-Ctrl to P1 SW 1).

But now when I go to Gamepad Tester (https://www.microsoft.com/en-au/p/game-controller-tester/9nblggh4pnc7), the buttons pressed do not match the buttons highlighted on the screen.

My question is, am I incorrect in thinking-
If P1 SW 1 is sending L-Ctrl correctly, and wired up to Button A on my control panel, when I press Button A it should register as Button A in game/tester?
