How do you get scanline on Vertical Games?

I have setup a scanline effect that works in 4x3 games like Metal Slug and Ninja Baseball Bat Man if I use the d3d renderer. I only get the effect on 4x3 games with all vertical games not showing it. Now my only guess is that MAME doesnt use filters on none integer scaled games, but if that is the case is there anyway for me to get vertical games to show them as well? My next step in switching over from classic MAME is to start fixing the video modes on all my games but I can't find much info on setting up vertical games on a horizontal screen.

With regards to scanline effects not showing on vertical games, that's due to how super resolutions are scaled horizontally, which blurs any overlay. Try using -unevenstretchy -nounevenstretchx, not sure it'll help.

Thanks to Calamity in another post I'll keep looking to see if it can be done another way. Unfortunately the stretch settings didn't make any difference other then an oddly skinny Donkey Kong.
