I have a dreamcast that outputs VGA, but my CRT only accepts SCART input.  Will this cable allow me to use the dreamcast on it via VGA?

The cable does nothing to downscale video signal from VGA 31khz to CGA 15khz. So no, unless your Dreamcast has an option to output 15khz over the VGA connector.
