Trouble getting my joystick (ipac2) up button Please help

I’m going to try and be as detailed as possible but please forgive me as I am a noob.

System:

Windows 10 highend machine

Arcade:
Hyperspin
Rocket launcher
IPAC 2

I have built a custom system and have managed to get everything working accept one button, when running mame64 on its own all controls function as they should, when launching hyperspin and loading a name game all buttons work accept up on the joystick, I have verified it is working outside of hyperspin and in the OS so it isn’t a hardware issue. Player two works perfectly, including when I launch through hyperspin. There has to be some simple setting I have overlooked. I have set up everything in mame as well as in hyper HQ and rocket launch to the best of my knowledge. What can I look for next? What could be causing my issues? Please help me, I have been working on this for days with not results.
