A base is a base one would assume, I have always used b/soda ,distilled water, a soft nylon brush, with a alcohol rinse, (50 % as 90% seems kinda harsh) it kills it effectively...Moving on, by cutting corners? Over A five minute job non the less? That sounds more like kicking the can down the road...Or perhaps just strait up LAZY.

Cap kits fix geometry issues.  He needs to adjust the brightness on his flyback.

Caps can also fix things like:
- won't power up
- won't sync
- won't lock the holds
- colors faded
- vertical collapse

From his photo it looks like there’s a slight vertical collapse. The noise lines could be cap related as well. The B+ might be low too.
I mean, I’d definitely start with putting high quality caps on there first and go from there.
