Megatouch XL Bartop Monitor Not Working

I recently picked up a megatouch xl bartop system that would not boot. The system would POST but fail on no boot device found. Since these devices depend on the CD-ROM, i figured that was a good start. I pulled everything out and replaced the CD-ROM drive. I put it back together and now the monitor won't display anything. I know its getting power because when I turn it off it lights up. I also hear a speaker like tick over and over once i turn it on. Not sure what's going on here. I was pretty careful when I put it back together. One thing I did do was clean the CPU fan it was filled with gunk and the fan was making noise. I thought maybe I set it in wrong but i reseated it a couple of times with no joy. I also removed the mainboard and IO card to and cleaned them still no joy.

Here is the response I emailed you, but you never responded:

Remove the I/O board and riser.  Clean the contacts with a pencil eraser.  Push down gently on all the EEPROMs on the I/O board and motherboard, then reinstall the I/O board and riser.  A lot of times, these chips just are making bad contact and pushing them back down fixes a lot of issues.

Didn't get a chance to get. As my last sentance stated I tried that and its still not working.

I also made sure the EEPROM was seated correctly.

Tried again nothing. I dont understand what would be making the monitor all of a sudden stop working.

The speaker tick you are hearing repeating is the motherboard constantly resetting itself.  Remove everything from the motherboard except the power supply connection and the VGA cable.  This includes removing the riser card and I/O board.  See if you can get it to POST.
