Hantarex polo 25 power supply problem

Hi
I'm fixing a hantarex polo 25 chassis 220v.

When I started, Power supply fuse was fused, so I replaced T101 (IRFBC30) IC101 (UC3842) and all electrolitics capacitors and diodes from primary section zener include.
The fuse is now ok.

I am using an isolation transformer to measure the primary.

In TP1 I get 45V, but in the secondary output in TP6 (B+) I only get an oscillating measurement between 0V and 5V, I use a 40w lamp as a dummy load in TP6, the lamp is on off, oscillating.

I wanted to know what tests could be done in power supply primary to know where is the problem.
