CRT Emudriver 2.0 - Slightly Shifted Image

Just finished my GroovyMame setup, and in Windows and MAME and just the image in general in shifted about an inch to the right. I can't find anywhere in software to shift the image over. I saw suggestions to get into the TV service menu and shift the image, but everything else that is connected to it is perfectly centered.

The connection goes from VGA into a converter box to component to the TV. I tested another VGA device on it and the image is centered, so it seems to be something in Windows itself, not any of the hardware.

Thoughts? Any ideas on how to fix this or things to check? Can I change something within GroovyMame?
