Can someone explain how this machine uses player 1 and player 2 buttons?

This is the first mame machine I've seen that has player 1 controls but two player buttons.
How is this acomplished?
How can player two use the same buttons as player 1?
Wait, I think I just answered my own question, the encoder is programmed for the same buttons for both players except the player 1 and player 2 buttons, right?

Back in the old days.  There was only one set of controls, before the fighters.

Now what people did is, put in two quarters and hit the 2 person play.  Then get this, those people would alternate.  When player 1 died, player 2 would get to the control and play.

Crazy, crazy I know.  But that is how it was back in the day.

So, if I wanted a machine like this, how would this be acomplished with an iPac or some other keyboard encoder?
I wonder what encoder this company is using?
I'm going to email them and ask.

The controls are wired to the Player 1 inputs only.  Very straight forward.  The MAME emulator is what alternates player one and player 2's turns.  Pacman, Dig Dug, Donkey Kong, etc, etc all used this method.
