Video Noise on any monitor connected to PC

I recently modded a TV set for RGB and am connecting to it using a video card and crt_emudriver.  Yesterday I noticed some pretty severe noise and wavy lines on the picture.  I had initially figured it was due to unshielded wiring used to mod the TV, and maybe the flyback was causing some issues.   So I plugged an LCD monitor into the integrated graphics (separate video card) and saw the same exact pattern.   The pattern persists on the LCD attached to integrated VGA when I completely disconnect the CRT.

Any idea what would cause that?

I took a video.  You can see the noise somewhat, but it is much more pronounced in person.




Suggestions?

Assuming we're not looking at what appear to be physical marks on the screen above and to the left of the windows logo in your vid...

I would guess at interference, and if the CRT is not only disconnected but powered down, it'll be power related. Do you have another powersupply you can try? Even a cheap, low powered one would be fine to try with your GPU unplugged.

Can't really see anything in the vid. Almost certainly power related or a ground loop. Need to know more about exactly what your setup is.

I'm 90% sure it's bad PSU.  I'm able to alter and even elminate the noise by manipulating the cables coming out of the PSU. There's something bad happening there.   Just ordered a new modular PSU (and some new VGA cables to be on the safe side), both will be here tomorrow.

Quick update:

Confirmed.  Bad PSU.  Replaced with new PSU, picture clean and stable.
