WG D9800 Geometry Issues / noise

I have a WG D9800 that was a NOS when I bought it a few years ago , and I have put only 59 hours on it. It seems to have a problem especially when I first turn it on , once it is running for a while it seems to be fine . Here is a video of some of the issues . Do I need a cap kit ?
