Rock-Ola 484 Turntable not spinning.

I’m working on a Rock-Ola 484 and I seem to be lost. The machine seems to be functioning perfectly but the turntable just won’t spin. There are 3 wires going to the motor 2 black and a green, I know the green is obviously a ground. 1 of the black wires has around 8V on it and the other has around 12V on it, the voltage doesn’t seem to change even when the switch is cycled inside the cabinet. Any help in wha direction to look in would be greatly appreciated.
