mame remapcontrols, possible in windows?

so i finally got mame to correctly remap my controls on startup.  always had issues with my actlab lightguns always switching after a reboot, all squared away now.

problem is, outside of mame, those suckers always bounce around as different mice numbers so in an emu like supermodel3, the mouse number always needs updating.

is there anyway at windows startup that something like the mame remap function could run to force things into their proper slots?
