Mortal Kombat 2 sound issues!?

Hello forum, I recently purchased as mk2 boardset.  Sound is staticky at best.  I’m quite positive I’m not getting -5v on my Jamma connector.  When I adjust my power to reach -5v it makes the +12v jump to +13,14 ranges.  I haven’t tried connecting it yet as I’m worried it will damage the main pcb.  Is there a tolarance on the main pcb?  Can it handle +13,14?  And this is a brand new switching power supply.  Thank you.
