Need help! Stuck on startup

Purchased a Time Crisis 2 for my son from a closing arcade.  It worked fine for a year, but now whenever it turns on one side gets stuck at the startup screen.  The second side is still playable. 

Not sure where to begin looking for fixes.  Was able to find an owner's guide, but it doesn't mention this screen.

I'd suggest looking into the reason for that red text - it shouldn't be there.

That number is some sort of binary. Odd.... Maybe if you contact / email that picture to other stores selling/giving service to arcades - would be fastest way before  too many times
